Our Mission
Project Milk Carton exists to bring transparency to America's child welfare system. We collect, analyze, and publish data that empowers families, journalists, and policymakers to understand the systems that impact children - and to hold those systems accountable.
The Root to Fruit Methodology
Our analytical framework traces child welfare outcomes from constitutional principles through federal law, state statutes, agency regulations, and real-world results. Understanding the "root" helps us understand the "fruit."
